FansCoin（简称 FC），一直以来，FC 是 Conflux 社区共识的重要载体，凝聚着早期核心社区成员的心血和贡献。每一个FC通证都是一份贡献的证明，每一个FC通证也都有它的价值。在Conflux社区，任何有效的贡献都将得到整个社区的尊重，而同工同酬、不劳动者不得食是Conflux社区的基本原则。同时，每一个FC的发放也都以多渠道通告给全部社区成员，确保整个过程及结果公开、公正、公平。
提案内容：是否同意把FC作为Conflux社区治理通证发挥治理作用？
选择“是”，表示认可把FC作为社区治理通证发挥作用；
选择“否”，表示不认可把FC作为社区治理通证发挥作用。
如果本提案经社区成员投票通过，即表示Conflux社区成员认可FC作为社区治理通证的地位，社区应马上开启FC作为社区治理通证发挥作用的进程。
