Conflux DAO 生态治理说明
所有用于发展生态的基金最后都会转换成由 DAO 治理。FC 及 CFX 持有者可通过不同渠道进行投票，行使治理权限。
CFX 持有者
CFX 持有者需要锁仓 CFX 获取投票权。
CFX 投票权 = 锁定时长(季度) × CFX数量 × 0.25/季度
在该模型下：
- 如果 CFX 锁定时长少于 1 个季度：无投票权
- 如果 CFX 锁定时长大于 1 个季度：每个通证有 0.25 票
- 如果 CFX 锁定时长大于 2 个季度：每个通证有 0.5 票
- 如果 CFX 锁定时长大于 4 个季度：每个通证有 1 票
用户选择锁定 CFX 获取投票权的同时，也会获得和 Staking 等比例的利息收入（详情参考mp.weixin.qq.com/s/9eUi1QA26KoMr3qNqvSqIw）。
*在通证的锁定期间，用户不能取出通证或者缩短锁定时长。

FC 持有者
FC 持有者同样拥有治理投票权利。
FC持有者不需要锁仓获取投票权，投票权将由目前 FC 的持仓用户来行使。

Conflux DAO - Ecosystem Governance Model
All funds that are used to develop the ecosystem will be governed by the DAO ultimately. FC holders and CFX holders can execute their voting rights in different ways.
CFX Voting
CFX holders need to lock up their tokens to obtain voting rights.
CFX votes = number of quarters × number of tokens × 0.25
For instance:
- Locking maturity less than a quarter: No voting rights
- Locking maturity more than a quarter: One CFX has 0.25 vote
- Locking maturity more than half a year: One CFX has 0.5 vote
- Locking maturity more than a year: One CFX has 1 vote
While tokens are locked to obtain votes, users retain the right to staking interest.(See Conflux Economic Model – Ecosystem Development Incentives and Governance)
*Users cannot withdraw the tokens or decrease the locking duration when the tokens are locked up.

CFX votes of an option are the sum of the votes for the option.
FC Voting
FC holders have the same voting rights for Conflux governance as CFX holders, but they do not need to lock up FCs to get voting rights. FC holders obtain voting rights as long as they hold FCs.

The voting rights of 1FC are equivalent to the voting rights of 1CFX for a locked-in period of 2 quarters (0.5 vote per token)
